The <br />construction would consist of a short, 10-foot wide right turn lane on Jackson Road. At <br />the point where a vehicle would enter into the site, the maximum width shown is 12 feet. <br />The curb line is extended down from the north in an attempt to preclude left-turning <br />vehicles entering into the "right-in only". On the inside of the site "Do Not Enter" signs <br />are placed at the entrance to warn vehicles that this is not an exit. If a vehicle were to <br />look out the entrance from inside the site, because of the design of it, they would not <br />directly see Jackson Road, but would rather see a curb line in front of them. Hopefully, <br />this would preclude a vehicle attempting to exit through this entrance. If the City Council <br />were to consider approving a "right-in only" off of Jackson Road, we believe that this <br />type of design would be the most efficient at eliminating left-turning vehicles trying to <br />utilize this entrance off of Jackson Road, or internal vehicles trying to exit through this <br />entrance. <br /> <br />When we met with Jeff Pflipsen of H.T.G. Architects, we also discussed the potential of <br />the City acquiring additional right-of-way along 193rd Avenue at Trunk Highway 169. We <br />believe that if the City could acquire approximately 10 feet of additional right-of-way with <br />an additional 10-foot easement beyond the right-of-way line, it would be possible to <br />relocate the trail and develop a right turn lane at this intersection. This may help alleviate <br />some of the traffic congestion at this intersection by allowing vehicles wanting to turn <br />right and go south-bound on Trunk Highway 169 to make this move on a red light. The <br />one issue that Mr. Pflipsen and I had discussed regarding this potential right-of-way <br />acquisition would be the need to locate the Norwest Bank sign in the 40-foot easement <br />along the east side of the site. Originally, this is where their sign was shown on their site <br />plan. Through staff review, we asked them to move it out of the easement, however, it is <br />now located in the area we would like to acquire the additional right-of-way.
