Housing&Redevelopment Authority Page 3 <br /> June 4,2012 <br /> Mr. Portner answered questions the HRA asked regarding HR,visual arts,labor <br /> relations/negotiations,and the community ops and development director and deputy <br /> director positions. <br /> Commissioner Kuester expressed her concern that planning seems to be de-emphasized in <br /> the revised structure. Mr. Portner explained that due to the economic changes, there has <br /> been some stagnation in development. In the meantime,planning staff has been able to <br /> devote time to future planning, such as the FAST Study and the Downtown planning <br /> process, so that the city is ready when economic recovery comes. <br /> Discussion followed regarding assistance to the HR department,the Planner/Park Planner <br /> position shift to Visual Arts,and planning intern position duties. <br /> Chair Wilson asked how the restructuring might impact the HRA. Mr. Portner explained <br /> that the HRA will notice very little change. He stated that by have one department head <br /> over a number of operations will allow the managers to become more efficient. Chair <br /> Wilson stated that he was very supportive of the restructuring plan. <br /> EDA Commissioner Patrick Dwyer expressed his concern that the Economic Director will <br /> be under the Deputy Director. He stated that it appears the EDA is moving"down the <br /> chain". Mr.Portner stated that depending upon the skill set of the Director who is hired, <br /> the Deputy Director will be selected to complement and"fill in"areas of expertise. <br /> Commissioner Dwyer stated that he felt it is a mistake to put Economic Development that <br /> far down. <br /> Commissioner Kuester stated that the same concern could be expressed regarding the <br /> Environmental Division. Mr. Portner noted that the vacancy in that department has <br /> temporarily been filled. <br /> He stated that all processes are being prioritized to provide the most efficient and effective <br /> services available. <br /> 7.
