4.1 T A )-(8, ATTACHMEN City of Elk River Fire Department 13073 Orono Parkway Elk River,MN 55330 May 9,2012 O71 «Name» «Address» Elk River,MN 55330 Dear«Firsu>, As you may know,there has been some discussion and with it some concern voiced regarding the actions,intent and process of the Fire Service Task Force (Task Force). To address any concerns, on Wednesday, May 16, 2012, at 6:30 p.m.,the Task Force will host their fifth meeting in the Emergency Operations Center (FOC). The purpose of this meeting is to introduce the Task Force to the department, to provide an overview of the Task Force's work thus far,and to provide an opportunity for firefighters to share any comments they may have with the Task Force as a whole. Though your presence is not mandatory,it is highly encouraged and you will be compensated for your attendance at this meeting,as you would for a training day. The meeting will function as a regular meeting of the Task Force and be facilitated as such under Robert's Rules of Order. As part of the strategic planning process,the Task Force utilized what is commonly referred to as a SWOT or SWOC analysis. This process involves an internal and external analysis of the organization. The internal analysis examines the capabilities of the organization by looking at its Strengths and Weaknesses- An external analysis is an environmental scan outside of the organization that looks at Opportunities and Challenges/Threats. The meeting will provide a forum for the sharing of individual viewpoints of the organization's strengths,weaknesses,opportunities and challenges.
