Consider Resolution Regarding 2010 YMCA Lei <br />Page 2 <br />Commissioner Touchette indicated he is a member of the YMCA Board and will abstain <br />from voting on this matter. <br />Mr. Simon presented the staff report. <br />MOVED BY COMMISSIONER MOTIN AND SECONDED BY <br />COMMISSIONER TVEITE TO ADOPT RESOLUTION 09 -03 ESTABLISHING <br />THE 2010 REFERENDUM TAX LEVY AS APPROVED BY VOTERS FOR A <br />RECREATIONAL FACILITY TO BE LEASED TO THE YMCA. MOTION <br />CARRIED 5 -0. Commissioner Touchette abstained. <br />7. Presentation and Discussion on Shovel - Ready Site Certification Program <br />Gene Goddard, MIN Department of Employment and Economic Development presented a <br />PowerPoint on the Shovel -Ready Site Certification Program. <br />Commissioner Motin questioned if the program is for commercial and industrial. Mr. <br />Goddard indicated the program is mainly targeted for industrial but large commercial office <br />sites could also apply. <br />Commissioner Motin questioned if private landowners can seek the shovel -ready <br />certification. Mr. Goddard stated there must be a partnership with the city. <br />Commissioner Motin questioned if costs associated with preparing the site for shovel -ready <br />certification can be reimbursed through Tax Increment Financing (TIF) or Tax Rebate <br />Financing (TRF). Mr. Goddard explained that the costs can be recovered through a variety <br />of options including but not ]united to: TIF, administrative fees, land cost, reserve funds <br />transferred from the utility, and the assessment process. <br />8.
