City Administrator/ <br />Finance Director <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />June 15, 1998 <br /> <br />Certification of Local Performance <br />Measures for Local Performance Aid <br />Payable in 1999 <br /> <br />Elk River is ehgible to receive approximately $16,275 of Local Performance <br />Aid (LPA) in 1999. In order to qualify for LPA the city must affirm that (1.) <br />the aid will result in a reduction in property taxes at least equal to the <br />amount of the aid received and, (2.) the city will spend the aid on programs <br />for which it has developed a system of performance measures and that these <br />measures will allow for the measurement of continuous improvement and <br />will be regularly compiled and presented to the City Council at least once per <br />year. The city must also select the program which will be funded by LPA, <br />and affirm that it is in the process of developing and implementing a system <br />of performance measures for the program for which the aid is being sought. <br />The aid may not be spent on the program until the performance <br />measurement system has been instituted unless the aid is being used to <br />establish the performance measurement system. <br /> <br />The attached Certification identifies snow removal as the program to be <br />funded. Phil Hals and I have discussed the performance measurement <br />system which will be used, and, in fact, Phil included that information in his <br />1997 Street Department Annual Report. We will of course continue to refine <br />the measurement system being used to gauge the improvements of this <br /> <br />program. <br /> <br />Action Requested <br /> <br />The City Council is asked to approve the Certification of Local Performance <br />Measures form as attached. Please note that both the Mayor and the Vice <br />Mayor, or another member of the City Council, must sign the Certification <br />form. <br /> <br />13065 Orono Parkway * P.O.
