‘L <br /> Elk REQUEST FOR ACTION <br /> River <br /> TO ITEM NUMBER <br /> Mayor&City Council 4.8 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Consent Agenda August 20, 2012 T.John Cunningham, Fire Chief <br /> ITEM DESCRIPTION REVIEWED By <br /> Grass Truck Replacement Tim Simon, Finance Director <br /> REVIEWED BY <br /> Cal Portner, City Administrator <br /> ACTION REQUESTED <br /> Authorize the purchase of the following: <br /> • Ford F350 Supercab pickup truck from Elk River Ford-Dodge-Jeep <br /> • 8 GPM ultra high-pressure suppression unit from Clarey's Safety Equipment <br /> • Winch from Hooze 4x4, Inc. <br /> • Other accessories,including emergency lighting,graphics, and hardware <br /> BACKGROUND/DISCUSSION <br /> The Fire Department is seeking approval to move forward with the purchase of a new grass fire response <br /> truck. This project has been budgeted for$75,000 out of the 2012 Equipment Replacement Fund. This <br /> vehicle will replace an aging 20+ year front-line vehicle. <br /> A committee consisting of command officers and firefighters,led by District Chief Phil Collins,is <br /> recommending this purchase,including the installation of a new,modern-era high-pressure foam <br /> suppression system. The committee tested this technology in a controlled burn in Woodland Trails Park <br /> in the spring. This is a departure from typical water-only suppression methods in that the system will <br /> deploy a thick foam blanket over the fire,utilizing very little water while having increased penetration and <br /> coverage capabilities. <br /> There has been$75,000 budgeted for this project. The committee is recommending a package that will <br /> be under budget. A breakdown of the costs are as follows: <br /> • 2012 Ford F350 Supercab pickup from Elk River Ford-Dodge-Jeep: $24,454 <br /> • 8 GPM ultra high-pressure suppression unit from Clarey's Safety Equipment: $16,399 <br /> • Winch from Hooze 4x4: $4,523.99 <br /> Additional outfitting costs,including the installation of emergency warning lighting,graphics and <br /> hardware (hose, etc.) will cost approximately$5,000- $6,500. <br /> While not on the state contract, Elk River Ford-Dodge-Jeep has provided competitive pricing. The Fire <br /> Department is recommending proceeding with the purchase of the vehicle from a local distributor.
