Housing&Redevelopment Authority Page 2 May 7,2012 Commissioner Kuester asked if there was any possibility the project would be completed for Art Soup. Ms. Deckert stated no,most likely next year they would be able to utilize the space. Commissioner Motin stated that the bids were must higher than the estimate by Landform. Ms. Deckert stated yes,that Landform's estimate was low. Commissioner Toth stated that he was aware some of the businesses were opposed to closing the Main Street access to the parking lot. He stated that Keith Holme of Kemper Drug felt the closure was a detriment to his business. Ms.Deckert noted that she sent a memo to the downtown businesses explaining the HRA's decision and has received a few positive comments. Commissioner Lieser asked if the proposed benches,trash receptacles and light poles will match what is across the street. Ms.Deckert stated yes. MOTION BY COMMISSIONER TOTH AND SECONDED BY COMMISSIONER LIESER TO AWARD THE MAIN STREET PARKING PLAZA EXPANSION PROJECT TO PETERSON COMPANIES. INC. IN THE AMOUNT OF $163,250.00. Commissioner Motin expressed concern that the costs are quite a bit higher than estimated by Landform. He stated that usually costs are overstated and bids come in lower than estimated. Chair Wilson agreed that Landform did not give an accurate estimate and asked if they have been made aware of the discrepancy. Ms. Deckert stated no,but that she will let them know. MOTION CARRIED 5-0. 6. Main Street Parking Plaza Management and Maintenance Ms. Deckert explained staff's recommendation to transfer operations and maintenance of the Main Street Parking Plaza to the respective city departments. She noted that special event requests require a permit which is reviewed by staff and approved by City Council. Commissioner Motin asked if there was a plan to transfer ownership of the HRA property to the city. Ms.Deckert stated that this option could be explored,and the impact of the transfer,if a parking structure was built in the future. Commissioner Toth stated he felt that if the property is going to be a parking lot,it should be owned by the city. Chair Wilson stated that this topic can be discussed further at another time. Commissioner Motin stated that there may be a possibility of further development,and there is the possibility that the city may eventually acquire the meat market property,if they were to sell. He stated this issue could be discussed at a staff level,and the HRA could revisit it in a year.
