The permit will mn for two years from <br />December 1, 2003 through November 30, 2005. <br /> <br />Applicant <br />Elk River-Rogers VFW Post 5518 <br /> <br />Background <br />The city's ordinance requires that 75 percent of the lawful purpose expenditures must be <br />spent within the city's trade area. The trade area for Elk River consists of the following cities: <br />Elk River, Ramsey, Otsego, Rogers, and Zimmerman. The attached chart shows that the <br />amount of expenditures spent in the trade area during the past one and a half years has been <br />98 percent. <br /> <br />The city's ordinance restricts the number of premise permits per lawful gambling <br />organization to one. The VFW has been grandfathered for a ten-year period from September <br />1997 to sell pull-tabs at two locations (Sunshine Depot and Eagles Club). However, the <br />VFW discontinued their premise permit for the Eagles Club in April 2002. <br /> <br />Action Requested <br />Council motion adopting the attached resolution approving a premise permit for the VFW <br />to conduct lawful charitable gambling at the Sunshine Depot. <br /> <br />S: \Council\J oan\ Gambling~PremPermVFW.doc <br /> <br /> <br />
