REQUEST FOR ACTION <br />TO <br />ITEM NUMBER <br />Mayor and City Council <br />8.2 <br />AGENDA SECTION <br />MEETING DATE <br />PREPARED BY <br />General Business <br />August 6, 2012 <br />Rich Czech, Arena Manager <br />ITEM DESCRIPTION <br />REVIEWED By <br />Ordinance Amending Ice Arena Commission Membership <br />Cal Portner, City Administrator <br />REVIEWED BY <br />ACTION REQUESTED <br />Adopt ordinance amending Section 2- 252(a) of the city code of ordinances relating to Ice Arena <br />Commission membership. <br />BACKGROUND /DISCUSSION <br />When the Ice Arena Commission was developed in 1997, youth hockey and the school district were the <br />two major users of the Arena. Over the years, the Elk River Skate Club has also become a major user, <br />renting over 500 hours of ice time in a calendar year. They have been actively involved in renovation <br />discussions, attending meetings, and have agreed to financially support the renovation. They have <br />expressed an interest in having representation on the Ice Arena Commission; however, adding another <br />Commission member would have made this Commission one of the largest for the city, and would have <br />created an even number of members on the Commission. <br />With the recent resignation of both Elk River Youth Hockey representatives, Dave Foss and Mark <br />Malzahn, the Commission felt this was a good opportunity to add a representative from the Elk River <br />Skate Club and reduce the youth hockey representatives to one. This will allow youth hockey and the <br />skate club representation on the Commission. At their June commission meeting, the commission agreed <br />to the change in membership. Changing the structure of the Ice Arena Commission does not require a <br />vote from the Commission, but it does require Council approval to amend the ordinance reducing the <br />number of Ice Arena Commission members from the Elk River Youth Hockey Association <br />Commissioners from two commissioners to one commissioner, and adding a representative from the Elk <br />River Figure Skating Club. <br />ATTACHMENTS <br />■ Ordinance Amending Ice Arena Commission Membership <br />Action Motion by Second by Vote <br />Follow Up <br />POWERED By <br />n:Apublic bodies \city council \council rco \agenda packet \08 -06- 2012 \ice arena commission ordinance amendment 080620 U . <br />
