City Engineer <br />ITEM DESCRIPTION <br />REVIEWED By <br />Stormwater Pond Outlet Modification <br />Cal Portner, City Administrator <br />REVIEWED BY <br />ACTION REQUESTED <br />Authorization to accept the low quotes received from Michels Corporation and Herbst Excavating in the <br />amount totaling $23,161.75 to install a new overflow pipe to control maximum elevation of the pond <br />located just south of Time Out Restaurant and Sports Bar. <br />BACKGROUND /DISCUSSION <br />The storm water pond located south of Time Out Restaurant and Sports Bar east side of TH169 has <br />caused a number of complaints in relating to the elevation of standing water in the pond and its affect on <br />private property improvements and trees. <br />The pond elevation is controlled with an overflow on the west side of TH169 as shown on the attached <br />figure. The overflow was installed in 2006 in an emergency effort to lower the pond level. New <br />developments north of the pond since 2006, have increased the total volume of storm water that flows to <br />the pond. The storm water systems in the new developments, while designed to not increase the rate at <br />which the water drained off their sites, have contributed increased volume of water directed to the Time <br />Out pond. Prior to the outlet being installed in 2006, the pond was isolated with no direct outlet. With <br />the increased volume of water, the water level continues to stay higher than historic levels as reviewed on <br />historical aerial photographs. In addition to the higher water level's effect on private property <br />improvements, the water now stands in the MnDOT right -of -way causing a drainage concern from them <br />along TH169. <br />As a temporary measure we have rented a pump on three separate occasions over the past year to lower <br />the level of the pond. The time and cost associated with the pumping does not make it a viable long -term <br />solution to control the level. The outlet installed in 2006 tied into the existing storm water system. While <br />it lowered the pond by about three feet at the time, the level is high enough to still cause damage to <br />private properties, trees, and the state TH169 ditch system. <br />We have worked with the property owner of the Leeann Chin building to obtain a drainage and easement <br />through their property to allow for the installation of a new outlet pipe that will control the elevation of <br />the pond 21 inches lower than the existing pipe. This 21 -inch reduction in elevation will lower the water <br />level so it does not affect the private property improvements or trees that now sit underwater for long <br />periods of time. We have also worked with MnDOT to secure approval of the plan to make the overflow <br />modification. <br />N <br />
