Item 4.6.

Howard R, Green Company
CONSULTING ENGINEERS

Formerly MSA
Consulting Engineers

May 28, 1998
File: 802640J-0564

Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
Elk River, Minnesota 55330

Dear Council Members:

RE: LAKE ORONO SEDIMENT REMOVAL PROJECT

On Thursday, May 28, 1998, we opened bids for the Lake Orono Sediment
Removal project. There were a total of three bids submitted. The following
hst gives the bidders and their total bid:

VEIT AND COMPANY
PARK CONSTRUCTION COMPANY
CONTECK ENTERPRISES, INC.

$469,962.00
$608,350.00
$648,397.25

In addition to these base bids, each bidder was asked to provide a number of
alternative bids for the city to analyze and utilize if necessary. These
included the erosion correction at Orono Cemetery along with a number of
alternatives for removing and hauhng of material from various locations
within the lake. The low bid submitted by Veit and Company was below the
estimate contained within the feasibility study.

In keeping with the project schedule that was laid out several months ago,
the next step would be to consider the attached resolution which determines
the cost to be assessed and orders the preparation of an assessment roll. As
the Council will recall, the amount per unit to be assessed is $2,200. The
assessment hearing would be scheduled for June 29, 1998. Construction is
anticipated to begin in August of this year. This will allow a 30 day window
for assessment appeals if necessary after the assessment hearing.

1326 Energy Park Drive · St. Paul, MN 55108 · 612/644-4389 fax 612/644-9446 toll free 888/368-4389
