.ity of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />Item #4.2. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Sandra Thackeray, City Clerk <br /> <br />June 1, 1998 <br /> <br />Renewal of Liquor Licenses <br /> <br />Liquor licenses are renewed on a yearly basis and the license year runs from <br />July I to June 30. Attached are the liquor establishments who have <br />requested liquor license renewals. All of the establishments have submitted <br />the appropriate documentation and license fees. Background checks are <br />necessary for liquor on sale, wine, and club licenses and have been completed <br />on all establishments applying for these licenses. <br /> <br />A compliance check was recently conducted on all establishments selling <br />liquor in Sherburne County. There was a 92.6 percent rate of compliance <br />throughout the county and a 91 percent compliance rate throughout the city <br />of Elk River. I will be sending a letter to all licensees reminding them to <br />check ID's and to also inform the establishments that the City of Elk River is <br />committed to reducing under age access to alcohol products and will continue <br />to ensure that liquor is not sold to minors. <br /> <br />Minnesota Statute 340A.413 limits the number of On Sale liquor licenses in <br />all cities. The city of Elk River is a 3ra Class city with a population of 10,000- <br />20,000. Cities of the 3ra Class are allowed 12 On Sale liquor licenses. The <br />city of Elk River currently has eight On Sale licenses, leaving four On Sale <br />licenses available at this time. The number of On Sale licenses allowed for <br />the city of Elk River will increase to 18 when the city reaches the status of 2na <br />Class with a population over 20,000. <br /> <br />The City Council may also issue On Sale licenses in excess of the authorized <br />number by a majority vote directing a question to go on a ballot at either a <br />special election or a general election. This data is presented to the Council <br />so that the Council knows where the city stands in regard to the number of <br />On Sale liquor licenses in the city of Elk River. <br /> <br />Action Requested <br /> <br />Council motion to approve liquor licenses as attached. <br /> <br />13065 Orono Parkway · P.O.
