Landscaping that was shown <br />on the approved plan has not been installed. Eight scotch pine were to be <br />planted along the east property line. These trees need to be installed as well <br />as the dogwoods that are suppose to be planted around the electrical <br />transformer. Flowering crab trees are shown along Proctor and along 6th <br />Street that have not been planted. The landscaping along Proctor and 6th <br />Street should be installed as shown on the approved plan. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held on April 28th one of the neighbors <br />spoke at the public hearing. She had concerns regarding an increase in <br />trsffic generated by the additional car wash. She felt it was difficult to get in <br />and out of the site now and would only get worse when the proposed car <br />wash is built. The applicant indicated that there are underground vents and <br />fuel pipes in the vicinity of the island, which is located between the car wash <br />and the convenience store. They want to make sure that any landscaping <br />would not interfere with the vents and pipes. <br /> <br />The Planning Commission discussed traffic circulation between the <br />convenience store and the car wash as well as the need to ensure that <br />projects are developed and improvements installed as shown on approved <br />plans. <br /> <br />Recommendation <br /> <br />The Planning Commission recommended the City Council approve this <br />request for a conditional use permit for a car wash with the following <br />conditions: <br /> <br />1. The stacking area be striped and cones placed to direct trsffic to the <br /> appropriate stacking lane. <br /> <br />2. The landscaping be installed as shown on the approved plan for the car <br /> wash/commercial building. <br /> <br />3. Because of the need to maintain 24' wide drive aisle along the south side <br /> of the building a second, or parallel, stacking lane is prohibited. <br /> <br />4.
