Earher concept plans for this parcel (which never got to the Council level for review) included a convenience/gas station which was also requesting an access point on Jackson Road. A trsf-fic study was done in support of the access with certain conditions being met. Mainly these conditions related to the removal of all the trees along the north end of Elk Park Center to improve the visibility of vehicles leaving the site and acknowledging both north and south bound traffic on Jackson. The proposed access by Norwest Bank has been shifted further to the south than previous proposals. The issue of maintaining adequate visibility along Jackson Road and through the curve up to Highway 169 is still a critical issue. The removal of some of the trees will be necessary in locations where the trees are so closely located that they create a "wall" and obstruct the view of oncoming vehicles. Please refer to Terry Maurer's memo for additional information regarding the proposed driveway onto Jackson Road. Recommendation It is recommended the City Council approve the conditional use permit request by HTG Architects (Norwest Bank) to construct a financial institution along with six drive-thru lanes, with the following conditions: With the exception of narrowing the drive-thru, ali of the comments outlined in the site plan review section of this report be incorporated into the revised set of plans for approval. Comments from the City Engineer's memo dated April , 1998, be incorporated into the revised set of plans for approval. Signage meet the requirements of the Elk Park Center Planned Unit Development.
