In the beginning of <br />the program, the city was divided into tour sections with tour different haulers. 0~-er the gears, the <br />smaller haulers were bought out b~~ Rand~~s Environmental Sei-~Tices, Inc., and allied ~~aste. The city <br />currenth has t<vo collection districts ser~-iced b~ these haulers. <br />The positi~Tes of ha~-ing an organized collection include the ability to contract for a set price, control over <br />«-here the material is disposed of, less «-ear and tear on cit<- streets kith less thick traffic, and impro~-ed <br />safetywith fewer tn~cks on the roads. <br />The contract with the current haulers is due to ezpire on December 31, 2012, and staff has worked with <br />the haulers to eztend their contracts. <br />There are se~Teral proposed changes to the contract. The first is a term change from a fire-i ear contract <br />to 1O ~-ear contract with biennial re~Tiew. The premise behind extending the term is the haulers are able to <br />keep rates lower and offer additional ser~-ices. The contract does ha~-e language to terminate the <br />contracts it either part<T is not satisfied with the ser~rices. B~- continuing with the existing contracts, rates <br />are kept low and the residents will not have their ser~-ices disn~pted. <br />The second change is a switch from a dual stream recycling program to a single stream recycling program. <br />Currently, we require residents to separate paper products from plastic containers and place them in <br />paper bags in their green rec cling bin. R'ith a single sort s~~stem, the residents recei~-e a 32-gallon <br />container similar in size to their trash container in which all reci clables can be placed for reci cling. <br />Residents ha~-e requested this set-~rice for manor gears and in manor communities single stream collection <br />has increased reci cling immensely.
