O. Box 490
Elk River, MN 55330

RE

UPLAND AVENUE/TRUNK HIGHWAY 10 INTERSECTION
CONSTRUCTION WITH BIDS/COOPERATIVE AGREEMENT

Dear Council Members:

We have tabulated the bids received last Thursday for the Upland Avenue/Trunk Highway 10
Traffic Signal and Street Improvements. There were a total of three bidders. The following list
provides the bidder's name with their total bid:

1. Hardrives, Inc. $273,596.,41
2. Buffalo Bituminous, Inc. $289,467.35
3. W.B. Miller, Inc. $292,295.49

The Iow bid received from Hardrives, Inc. is slightly below the engineers estimate for the
installation of the traffic signal and the necessary intersection improvements. In order to move
forward on this project, there are two issues the City Council needs to address. The first is to
approve the cooperative agreement, spelling out the funding of the improvement between
Mn/DOT, Sherburne County, and the City of Elk River. The second item for the Council's
consideration is the attached resolution, which awards the contract to Hardrives, Inc. We would
recommend that the resolution be approved contingent upon all parties executing the
cooperative agreement.

If you have any questions regarding this letter, I will be in attendance at your May 11, 1998 City
Council meeting.

Sincerely,

Howard R.
