Box 490 <br />Elk River, MN 55330 <br /> <br />RE: MUNICIPAL STATE AID ADVANCE ENCUMBRANCE <br /> <br />Dear Council Members: <br /> <br />As you are aware, the City is planning to take on a number of projects in 1996 that are eligible <br />for State Aid funding. These would include Business Center Drive, Upland Avenue and TH 10, <br />signal installation at the intersection of TH 10 and 171st Avenue, the land acquisition process in <br />East Elk River, and perhaps School Street improvements. Obviously, the City does not have <br />enough Municipal State Aid funds in its account to cover all of these projects. I would <br />recommend that the City Council adopt the attached resolution which allows for a $500,000.00 <br />advance from the General State Aid fund. This money would be repaid in subsequent years <br />with the City's annual allotment. This is a process that we have used in the past to help cover <br />shortfalls in the Municipal State Aid fund balance. <br /> <br />If you have any questions regarding this issue, I will be in attendance at your May 11, 1998 <br />Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
