.y of <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Administrator <br /> <br />May 7, 1998 <br /> <br />Joint Meeting with Utilities <br />Commission <br /> <br />The joint meeting between the City Council and Utilities Commission is an <br />opportunity to get together and discuss issues which are common to both <br />bodies. The Utilities Commission has essentially set this agenda for the joint <br />meeting and has provided all of the background material. In response to the <br />material provided by the Utilities General Manger, I offer the following <br />comments: <br /> <br />4. East Elk River Proiect <br /> <br />It should be noted with the smaller developer driven project, that <br />about half of the sewer and water shortfall will eventually be collected <br />by way of deferred assessments. There are over 300 acres of <br />assessable property in the developer driven commercial project <br />(excluding the industrial area) and in the developer driven residential <br />project. The 1998 Patchin Appraisal indicates that these properties <br />may benefit at a higher level than the 1996 figure of $6,000 per acre. <br />If a higher level of assessment is approved by the City Council, then <br />the trunk sewer and water shortage for both the small and large <br />project goes down. Nonetheless, a shortage still exists and this <br />emphasizes the need for a redevelopment TIF project at the Hohlen <br />Mobile Home Park area. Funds from such a TIF District would benefit <br />both the water utility and sewer utility components of the project and <br />it is anticipated that sufficient funds would be available to also assist <br />the electric utility component of the project. All of this is in addition to <br />TIF assistance being provided to the developer in order to create a <br />'qevel playing field" for the developer. <br /> <br />In order to address the water shortage, reference was made to <br />connection and rate increases.
