REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma or and Ci Council 4.4 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent June 18, 2012 Rebecca Haug, Environmental <br /> Administrator <br />ITEM DESCRIPTION REVIEWED By <br />Groundwater Monitoring Results for Old City Dump Cal Portner, Ci Administrator <br /> REVIEWED BY <br />ACTION REQUESTED <br />Approval to seal the two wells located at the old city dump due to the decreasing trend of Volatile <br />Organics Compounds (VOC) contaminants in these wells at a cost not to exceed $950. <br />BACKGROUND/DISCUSSION <br />From the 1950s to the 1970s, the City of Elk River operated a dump located approximately one mile <br />southeast of town. Currently, this property is referred to as Hillside Park. Prior to 1972, the site was <br />used to burn and bury solid waste. The site was closed in 1972. The city began discussing creating a park <br />on this property in 1985. In researching the history of the site, the city created Hillside Park on the <br />property in 1988 to be used as a rugged, wooded trail with bike trails throughout. With the creation of <br />the park, the city entered into a contract with Liesch Associates, Inc., to begin testing the monitoring <br />wells down gradient from the old city dump along with several private wells within the vicinity. Liesch <br />Associates, Inc. has conducted annual monitoring of these wells since that time. Over the years, the <br />private well testing has ceased due to non-detections of contaminates. The two existing wells in Hillside <br />Park have shown a stable to decreasing trend of Volatile Organics Compounds (VOC) contaminates. <br />Staff consulted with Liesch Associates, Inc., and they recommend reducing the frequency of testing or <br />ceasing the testing of the wells. Because of the "stable to non-detect levels" of contaminants in these <br />wells over the past few years, staff recommends the Council approve sealing the two wells. Attached is a <br />quote from Aqua-Plus to abandon and seal the two wells. <br />FINANCIAL IMPACT <br />Annual testing of the wells has cost the city approximately $1,000 each year since 1988.
