Presentation of the Comprehensive Annual Financial Report and Audit Results for Year • <br />Ended December 31 2011 <br />Mr. Simon presented the staff report. He thanked staff, especially Lori Ziemer, for her <br />assistance in the preparation of the annual financial report. He introduced Andrew Berg <br />from Abdo, Eick & Meyers, who presented a PowerPoint presentation. <br />i�1r.Berg presented the 2011 audit report. He stated a clean opinion was issued and there <br />were no instances of non - compliance. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER MOTIN TO ACCEPT THE COMPREHENSIVE ANNUAL <br />FINANCIAL REPORT FOR THE CITY OF ELK RIVER FOR THE YEAR <br />ENDED DECEMBER 31, 2011. MOTION CARRIED 4 -0. <br />8.2 Temporary Environmental Assistant <br />Mr. Portner presented the staff report. He explained the need for a temporary position <br />through the end of this year, and until the former Environmental Technician's position <br />could be re- evaluated. He is requesting the Council approve establishing a temporary <br />environmental assistant position and allow filling this position at some point in the future in <br />order to assist the Environmental Administrator's duties. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER WESTGAARD TO APPROVE ESTABLISHING A • <br />TEMPORARY ENVIRONMENTAL ASSISTANT POSITION DESCRIPTION AS <br />OUTLINED IN THE STAFF REPORT. MOTION CARRIED 4 -0. <br />8.3 Discuss Work Session Agendas <br />Mr. Portner presented the staff report. Added to the July work session was to have a <br />discussion on coal tar asphalt sealant, and the Ice Arena Commission. <br />Mr. Portner gave an update on Bailey Point, noting that Mr. Babcock was out of town for <br />most of the month of May, but that the city's work has been completed and we're prepared <br />for a closing on the property when the owner is ready. <br />9• Announcements <br />There were no announcements. <br />10.
