City Council Minutes Page <br />June 15, 1998 <br /> <br />3.9, <br /> <br />CALL SPECIAL CITY COUNCIL MEETING FOR JULY 13, 1998, FOLLOWING THE <br />6 P.M. EDA MEETING TO CONSIDER TIIF 19 AND OTHER CITY BUSINESS - <br />APPROVED <br /> <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE ITEM 3.1., CHECK REGISTER, <br />WITH THE ADDITION OF $250 FOR BRAD BELAIR. COUNCILMEMBER THOMPSON <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.1. Consider Bids for Ice Arena Dehumidifier Project <br /> <br />Ice Arena Manager Rich Czech explained the bid alternate included in the <br />project to reduce the operating expenses for dehumidification of the ice arena. <br />Rich reviewed the letter from Nelson-Rudie & Associates, Inc. regarding cost <br />savings with the energy recovery alternate. The estimated project rebate of <br />$22,000 and the Nelson-Rudie fees were discussed by the Council. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE BID SUBMITTED BY ALBERT <br />MECHANICAL, INCLUDING THE ALTERNATE, AT A COST OF $116,700. <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.2. Utilities Commission Update <br /> <br />Councilmember Dietz, Utilities Commission representative, reported that the <br />Utilities Commission approved a 3.21% increase for the linemen, as well as the <br />office staff. Two of the supervisors opted to take only a 1.7% increase and the <br />third supervisory position was given a 3.21% increase in order to conform to <br />comparable worth guidelines. <br /> <br />4.3. Boys and Girls Club Update <br /> <br />Councilmember Thompson reported that fundraising efforts are moving forward <br />and that the "Buy a Brick" campaign is gaining suppod. Soil testing indicates the <br />proposed building and parking lot must be moved slightly to the west. A lease <br />document will be prepared by the city attorney when information is received <br />from the Boys & Girls Club and the local financial institutions. <br /> <br />4.4. Youthbound Buildin,q Improvement Update <br /> <br />Jeff Asfahl, Community Recreation Director, indicated that the Youthbound <br />recreational facility is scheduled to open June 26th. They are presently recruiting <br />and selecting staff. Signage will be temporarily leased from St. Cloud Marketing <br />at a cost of $150 per month. Jeff indicated he is anticipating a story in next <br />week's Star News regarding the opening. A communication and support plan is <br />being worked out with the police department. <br /> <br />Cliff Skogstad, Building Official, indicated that sheet rocking, taping and <br />installation of a suspended ceiling is currently being done. A dance floor area will <br />be painted and a 42" high partial wall will be constructed to separate the dance <br />floor from the game room. Cliff indicated he recommends the purchase of <br />carpeting from Riverside at a cost of $5,360. This price includes 360 square yards <br />of 20 oz. commercial grade carpeting, $12 per yard for installation and $2,800 for <br />the removal of the old carpeting. <br /> <br /> <br />
