Housing & Redevelopment Authority <br />May 7, 2012 <br />----------------------------- <br />Commissioner Koester asked if there was anypossibilitythe project would be completed for <br />Art Soup. Ms. Deckert stated no, most likely next year they would be able to utilize the <br />space. <br />Commissioner Motin stated that the bids were must higher than the estimate by Landfoxm. <br />Ms. Deckert stated yes, that Landform's estimate was low <br />Corrunissioner Toth stated that he was aware some of the businesses were opposed to <br />closing the Main Street access to the parking lot. He stated that Keith Holme of Kemper <br />Drug felt the closure was a detriment to his business. Ms. Deckert noted that she sent a <br />memo to the downtown businesses explaining the HRA's decision and has received a few <br />positive comments. <br />Commissioner Lieser asked if the proposed benches, trash receptacles and light poles will <br />match what is across the street. Ms. Deckers stated yes. <br />MOTION BY COMMISSIONER TOTH AND SECONDED BY <br />COMMISSIONER LIESER TO AWARD THE MAIN STREET PARKING <br />PLAZA EXPANSION PROJECT TO PETERSON COMPANIES. INC. IN THE <br />AMOUNT OF $163,250.00. <br />Commissioner Motin expressed concern that the costs are quite a bit higher than estimated <br />by Landfonn. He stated that usually costs are overstated and bids come in lower than <br />estimated. Chair Wilson agreed that Landform did not give an accurate estimate and asked if <br />theyhave been made aware of the discrepancy. Ms. Deckert stated no, but that she will let <br />them know <br />MOTION CARRIED 5-0. <br />6. Main Street Parking Plaza Management and Maintenance <br />Ms. Deckert explained staff's recommendation to transfer operations and maintenance of <br />the Main Street Parking Plaza to the respective city departments. She noted that special <br />event requests require a permit which is reviewed by staff and approved by City Council. <br />Commissioner Motin asked if there was a plan to transfer ownership of the HRA property <br />to the city. Ms. Deckert stated that this option could be explored, and the impact of the <br />transfer, if a parking structure was built in the future. Commissioner Toth stated he felt that <br />if the property is going to be a parking lot, it should be owned bythe city. Chair Wilson <br />stated that this topic can be discussed further at another time. <br />Commissioner Motin stated that there may be a possibility of further development, and there <br />is the possibility that the city may eventually acquire the meat market property, if they were <br />to sell.
