Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: COMPREHENSIVE TRANSPORTATION PLAN <br /> <br />Dear Council Members: <br /> <br />As you are aware, the City of Elk River completed a Comprehensive Transportation Plan in <br />November of 1995. A copy of Figure 6 from that plan is attached, which indicates the <br />proposed minor arterial additions to the City road network. These additions represent the main <br />points contained in the Transportation Plan. <br /> <br />On February 15, 1996, the Planning Commission held a public hearing regarding this proposed <br />Transportation Plan. At the close of the public hearing, the Commission voted to recommend <br />approval of the plan and sent it on to the City Council. The City Council held a public hearing <br />on March 12, 1996. At the close of that public hearing, the City Council elected to take no <br />action; instead, decided to wait until the Sherburne County Transportation Plan, which was in <br />the works at that time, was completed and approved to make sure there were no <br />contradictions or points of conflict between the City's Transportation Plan and the County's <br />Transportation Plan. Sherburne County completed their plan and it was adopted by the <br />County Board on March 10, 1998. A review of the County's plan finds that the County plan <br />and City plan are in concurrence with each other with no points of conflict noted. Therefore, if <br />the City Council desires, it would be appropriate to adopt the City's Comprehensive <br />Transportation Plan and attach it to the City's 1995 Comprehensive Plan by reference, much <br />like the Park Plan was attached. Attached for the City Council's consideration is a resolution <br />which would adopt the Comprehensive Transportation Plan dated November 1995. Of course, <br />if the City Council desired, they could hold another public hearing on this issue, since the last <br />public hearing was closed over two years ago. <br /> <br />If you have any questions regarding this issue, I will be in attendance at your April 27, 1998, <br />City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
