We offer the following comments tbr your
consideration.

DNR staff have been consulted throughout the development of this project. The city is
also complying with the applicable floodplain and shoreland ordinances.

From our experience we have found that dredge projects tend to have a limited life.
There may be an increased rate of bedload deposition in the near term after dredging.
This is likely due to the increased capacity of the reservoir to accept sediment. It is also
important that the City of Elk River continue to support and work with efforts in the
watershed to improve water quality and reduce sedimentation upstream.

We recommend that work done during the drawdown period should be completed as
quickly as possible to minimize the chances of summer fish kill.

We also recommend that during the time the reservoir is being refilled that a portion of
the flow be allowed to escape so that the tailwaters are not de-watered.

Thank you for the opportunity to review this project. The project does not require
preparation of an Environmental Impact Statement (EIS) in our opinion. We look
forward to receiving your record of decision and response to comments. Minnesota
Rules part 4410.1700, subparts 4 & 5, require you to send us your Record of Decision
within five days of deciding this action.
