Moratorium <br />in county <br />is planned <br /> <br /> Sherburne County wants to <br /> clamp a one-year moratorium <br /> on zone changes, new residen- <br /> ~1 subdivisions and feedlot <br /> permits in the rural parts of <br /> the county. <br /> This would affect the unin- <br /> corporated areas of the county. <br /> A public hearing on this pro- <br /> posed ordinance will begin at <br /> 7 p.m. Tuesday, April 21 at Big <br /> Lake High School.. <br /> Brian Bensen, planning and <br /> zoning administrator, said the <br /> moratorium will not stop con- <br /> struction of homes on lots <br /> already approved. <br /> It will not affect the issuance <br /> of building permits. <br /> The proposal would allow <br /> splits of large tracts (20 and <br /> 40-acre parcels), and it would <br /> allow one and two-lot subdivi- <br /> sions, such as parents split- <br /> ting offa lot for their daughter <br /> or son to continue. <br /> The moratorium would: <br /> · Give the county a chance to <br /> update its comprehensive land <br /> use plan (under way by a plan- <br /> ning task force). <br /> · Give the county highway <br /> depaxtment an opportunity to <br /> finish f~nA! drm°cs of the coun- <br /> ty transportation plato <br /> · Develop with the St. Cloud <br /> Areas P]snnlng project defin- <br /> ing urban service districts <br /> where Miles will be able to <br /> provide municipal utilities <br /> over the next 20 years. <br /> · Sort through the confusion <br /> raised over local or state regu- <br /> lailon of large animal feedlots. <br /> Although Sherburne County <br /> has not experienced requests <br /> for new, large commercial <br /> feedlots, there is a concern the <br /> county may not have sufficient <br /> tools or environmental con- <br /> trols to regulate conflicts <br /> between rural residences and <br /> feedlot operations. <br /> A copy of the proposed inter- <br /> im ordinance is available for <br /> inspection in the Sherburne <br /> CountyAuditor's Office. 13880 <br /> Hwy. 10, Elk River.
