~~` REQUEST FOR ACTION <br />Raver <br />TO ITEM NUMBER <br />Mayor and City Council 8.1 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />General Business May 7, 2012 Michael Hecker, Parks and Recreation <br /> Director <br />ITEM DESCRIPTION REVIEWED BY <br />Resolution Authorizing Staff to Submit an Application fora Tina Allard, Ci Clerk <br />Grant with the Minnesota DNR to Implement a Woody Bio- REVIEWED BY <br />Mass Harvest for Woodland Trails Park Cal Portner, Ci Administrator <br />ACTION REQUESTED <br />Adopt the attached resolution authorizing staff to submit an application for a grant for up to $75,000 <br />with the Minnesota DNR to implement a Woody Bio-Mass Harvest for Woodland Trails Park. <br />BACKGROUND/DISCUSSION <br />Resource Conservationist for the Sherburne Soil & Water Conservation District, Gina Hugo, will make a <br />presentation at the May 7 City Council meeting on a proposed ecological management plan for Woodland <br />Trails Park. Parks staff met Ms. Hugo at Woodlands Park on April 3 to discuss the need for a plan. The <br />plan would be the first steps in initiating an ecological management plan that would have a primary, long <br />term objective of controlling the buckthorn, maintaining forest cover, and in time, restoring native herbs, <br />shrubs, and trees as needed. <br />The proposed plan would be funded through a grant for up to $75,000 with the Minnesota DNR. Ms. <br />Hugo is requesting a resolution from City Council to develop an RFP for the overall plan. The RFP will <br />request a grant to implement an ecologically sensitive biomass harvest that will clean up the downed. <br />timber, selective harvest poor form, potential hazard and "noncontributing" trees, and buckthorn. <br />The plan and grant was unanimously approved by the Parks and Recreation Commission meeting at their <br />April meeting. <br />FINANCIAL IMPACT <br />The city will be reimbursed from the DNR for expenditures incurred.
