Elk River City Council Minutes <br />April 13. 1998 <br /> <br />Page 2 <br /> <br />The City Engineer reviewed the project plans, specifications, cost and <br />timeframe. <br /> <br />Mayor DuJtsman opened the public hearing. <br /> <br />Patrick Plant, 13184 tslandview Drive, presented petitions in support of the project <br />which included 63 land owners. <br /> <br />Don Patterson, 18034 Sunrise Circle, indicated he was in favor of the project, but <br />questioned why his property taxes were high and why he was being assessed <br />the $2,200 for the project. <br /> <br />Jerry Palmer, 13538 Islandview Drive, questioned what amount of money the rest <br />of the city residents would be paying for the project. <br /> <br />Jim Tacheny, 13070 Islandview Drive, questioned the timeframe of lowering the <br />lake and getting the equipment in to remove the sediment. <br /> <br />There being no further comments, Mayor Duitsman closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 98-34 ORDERING <br />THE IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS IN THE <br />MATTER OF THE LAKE ORONO SEDIMENT REMOVAL IMPROVEMENT OF 1998. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.1. <br /> <br />Consider Resolution Ordering the Preparation of Plans and Specifications and <br />the Federal Documentation Process in the Matter of the Trunk Hiqhway 169 <br /> <br />Pedestrian Brid.qe Improvement <br /> <br />City Engineer Terry Maurer requested Council authorization to begin work on the <br />Highway 169 pedestrian bridge project. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-35 ORDERING THE <br />PREPARATION OF PLANS AND SPECIFICATIONS AND THE FEDERAL <br />DOCUMENTATION PROCESS IN THE MATTER OF THE TRUNK HIGHWAY 169 <br />PEDESTRIAN BRIDGE IMPROVEMENT OF 1999. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Mayor Duitsman stated that Congressman Oberstar is working to obtain federal <br />funding for both the pedestrian bridge and the County Road 13 (Tyler Street) <br />projects. <br /> <br />COUNCILMEMBER FARBER MOVED TO SEND A LETTER OF SUPPORT TO SENATORS <br />GRAMS AND WELLSTONE REGARDING THE NEED FOR FEDERAL FUNDS FOR THE <br />COUNTY ROAD 13 (TYLER STREET) PROJECT. COUNCILMEMBER DIETZ SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
