recreation program, the rec center can have a positive influence on the <br />neighborhood. This recreation program, to a certain extent, will be like an <br />arcade business with the youth being involved in the management and <br />operation of the program. <br /> <br />Over the past few years we have seen the Community Recreation programs <br />grow and become more successful in Elk River.
