Existing Conditions <br /> <br />The existing building is used as a clubhouse, storage building and office. It <br />has a metal exterior, which is painted brown, and a galvanized metal roof. <br />The exterior is showing signs of wear such as rust spots and unpainted metal <br />patches. The existing building should be painted and repaired as needed. <br /> <br />There are various pieces of equipment and scrap metal being stored outside. <br />The site should be cleaned up and no outdoor storage allowed. There is no <br />enclosure provided for the dumpster. The dumpster should be placed inside <br />the proposed storage building or kept outside within an approved enclosure. <br /> <br />There are overhead wires in the area where the storage building is proposed. <br />The applicant should contact Elk River Utilities regarding moving the wires <br />and possible costs. <br /> <br />Planning Commission Meeting <br /> <br />At the February 24, 1998 meeting the applicant explained that the proposed <br />building will have a metal exterior. It will be painted a light stone color with <br />dark green trim. The existing structure will be repaired and painted to match <br />the new building. He will be planting spruce trees along the northeast corner <br />of the building to soften its impact. He is planning on expanding the parking <br />lot to accommodate peak parking demands. A dumpster enclosure will also be <br />constructed. <br /> <br />The main topic of discussion was the issue of stray golf balls striking <br />adjacent residences. Three residents spoke at the public hearing with <br />complaints about golf balls being hit into their yards and striking their <br />homes. Two holes were identified as problem areas, hole #2 and hole #6. To <br />reduce the number of stray shots that land on the adjacent residential lots, <br />Mr. Krause proposed to relocate the tee box for tee #2. If this does not work, <br />he agreed to install a net system. To address the problem on hole #6, Mr. <br />Krause, at the request of the neighbors, agreed to instal] a net system. The <br />Commission set July 1, 1998 as a date to check on the effectiveness of the <br />proposed modifications. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend the City Council approve <br />this request for a conditional use permit for a storage building with the <br />following conditions: <br /> <br />1. ELEVATIONS OF THE PROPOSED BUILDING SHALL BE PROVIDED FOR REVIEW AND <br /> APPROVAL BY STAFF. <br /> <br /> <br />
