Elk River City Council Minutes <br />March 23, 1998 <br /> <br />Page 4 <br /> <br />East Elk River Public Improvement Project <br /> <br />City Engineer Terry Maurer distributed a map revealing the proposed <br />transportation and utility corridor in relation to the east Elk River public <br />improvement project. Mayor Duitsman suggested that the city add the other <br />side (west side) of Highway 10 to the large project, Area C. He indicated that <br />there were some businesses in this area that were in favor of city services being <br />provided. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADD THE WEST SIDE (RIVER SIDE) OF <br />HIGHWAY 10, LOCATED WITHIN AREA C, TO THE EAST ELK RIVER PUBLIC <br />IMPROVEMENT PROJECT. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />Terry Maurer indicated that federal funding may be available for the <br />improvements to County Road 13 (Tyler Street alignment) and also for the <br />pedestrian bridge. He requested authorization from the Council to begin the <br />necessary work to secure the funding. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE CITY ENGINEER TO <br />BEGIN THE APPLICATION PROCESS TO SECURE FEDERAL FUNDING FOR THE <br />PEDESTRIAN BRIDGE AND FOR THE COUNTY ROAD 13 PROJECT. COUNCILMEMBER <br />THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />City Engineer Terry Maurer reviewed possible timelines for Area C of the <br />proposed east Elk River public improvement project. <br /> <br />Library <br /> <br />The City Administrator updated the Council on the proposed plans to add <br />additional parking spaces to the Library. It was the consensus of the Council <br />that as many parking stalls as possible be made available for the Library. <br /> <br />Lake Orono Project <br /> <br />The City Administrator reviewed funding options and the total cost to the city <br />associated with the Lake Orono sedimentation removal project. <br /> <br />Councilmember Farber left the meeting at this time (9:35 p.m.) <br /> <br />Ice Arena <br /> <br />It was the consensus of the Council not to discuss the ice arena project at this <br />meeting. <br /> <br />Oak Knoll Soccer Fields <br /> <br />The City Administrator reviewed the issue of the city's acquisition of Oak Knoll <br />soccer fields from the School District. <br /> <br /> <br />
