~,/ORK PLAN/RESEARCH DESIGN <br /> <br />This work plan will result in the creation of a predictive model for archaeological <br />resources within the City of Elk River. All work will be conducted in accordance with <br />the SHPO Manual for Archaeological Projects in Minnesota (June 2001) and The <br />Secretary of the Interior's Standards and Guidelines for Archeology and Historic <br />Preservation [48 Federal Register 44716-44740]. The study will include the following <br />tasks: <br /> <br />LITERATURE SEARCH <br />Background research at the State Historic Preservation Office (SHPO) and the <br />Office of the State Archaeologist (OSA) to identify all known precontact and <br />post-contact archaeological sites that have been previously identified within the <br />City of Elk River, and all buildings and structures listed on the National Register <br />of Historic Places that may have associated archaeological features. The files of <br />these offices, and The 106 Group's office, will also be examined for reports on <br />previous archaeological studies that have been conducted within the City of Elk <br />River. <br /> <br />Examination of historical records including, but not limited to, county and local <br />histories, original land surveyor maps, plat maps, Sanborn fire insurance maps, <br />topographic maps, historical photographs, and aerial photographs in the holdings <br />of the Minnesota Historical Society (MHS), Sherbume County Historical Society, <br />and the University of Minnesota's Borchert Map Library to identify the locations <br />of potential archaeological resources. Special emphasis will be placed on the <br />history and development of Elk River's milling district. <br /> <br />It is recommended that the City of Elk River request from Mn/DOT the <br />Mn/Model Statewide Archaeological Predictive Model data for the City. This <br />data will be incorporated into the City's predictive model. <br /> <br />e <br /> <br />FIELD INVESTIGATION <br />An archaeologist will conduct a visual reconnaissance of the City of Elk River in <br />order to assess current field conditions and the potential for intact archaeological <br />sites. <br />Limited field testing will be conducted to test the model's predictive utility and <br />potential. <br />Up to four areas will be tested using standard Phase I archaeological investigation <br />methods. <br />The Phase I survey will involve shovel testing in areas where surface visibility is <br />poor, and a walkover survey in areas with good surface visibility. <br />Cleaning, cataloguing, labeling and bagging of any artifacts recovered during the <br />Phase I survey will be completed. All materials will be processed according to <br />standard professional practices. Artifacts will be numbered according to <br /> <br /> <br />
