In 2009 the Utilities underwent an organization restructuring. The Utilities also hired a <br />consultant to perform a position description analysis. The Utilities Commission then utilized <br />• staff and City staff to perform a pay structure study. One of the more significant changes <br />resulting from this work was the elimination of responsibilities from the General Manager <br />position and a corresponding reduction in pay grade. This position was retitled Director of <br />Operations. This pay structure study was adopted by the Utilities Commission on August 11, <br />2009. At that meeting the Commission voted 3-0 to reevaluate the Director of Operation <br />position's responsibilities and pay grade on April 1, 2012. This timing corresponds with the <br />.third anniversary of the creation of the new position and would allow for reevaluation of how the <br />position really functions. In April it will also be time for the annual employee evaluation of the <br />now titled Utilities Director by the Utilities Commission. This requires an advanced notice of a <br />closed meeting under Minnesota Stature 13D.05, Subd. 3(a). I propose that the Commission <br />address both the reevaluation of the position responsibilities /pay grade and the employee annual <br />evaluation at the same meeting. <br />• <br />• <br />
