Case File: CU 12-03 Elk River Lutheran Conditional Use Permit <br />Page 3 <br />6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major <br />importance. <br />7. Will fully comply with all other requirements of this Code, including any applicable <br />requirements and standards for the issuance of a license or permit to establish and operate the <br />proposed use in the city. <br />If denial of such a permit should occur, it shall accompany recommendations or determinations by <br />findings or a report stating how the proposed use does not comply with the standards set forth in Section <br />30-654. In the review of the standards for CUP as outlined, it appears that the request is consistent with <br />all of these standards. <br />ANALYSIS <br />Elk River Lutheran Church is proposing using the former First National Bank building at 729 Main Street <br />for their church. Improvements to the site include the removal of the drive-through lanes in the front of <br />the building, including the decorative structures and adding approximately 3,000 sq ft to the north and <br />northeast corner of the building. <br />Interior modifications. The interior of the structure will be remodeled, and on the main floor, a 365 seat <br />sanctuary will be located in the new addition area and the northern portion of the original building. Also <br />on this level will be the fellowship lobby, kitchen/coffee area, offices and a nursery. The existing deck on <br />the south side of the building will be modified and enlarged. Upstairs will be a children's worship area, <br />with 6 classrooms, storage and an office. Downstairs from the main level (and level with the lower <br />parking lot) will be rooms for storage, music, youth a kitchen, and a community room. The narrative <br />suggests that the community room would be a place for community use for events and larger meetings. <br />In summary, the church would provide seating fox 365 in the sanctuary, 6 classrooms, and 3 offices. <br />Exterior modifications. The Downtown District has developed some detailed design requirements for <br />improvements in the area. There are three goals with these requirements: 1) to promote and create high <br />standards of creative, traditionally based architectural design, 2) to reestablish the `historical' architecture <br />found along the south side of Main Street and the west side of Jackson, and 3) to bring the structure back <br />to its original appearance. Based on the elevations provided and the materials listed, it appears that the <br />church intends to model the Bank of Elk River building, completed in 2006. The addition will include <br />limestone stone as prominent features; brick to match the brick existing on the structure. The roof will <br />be shingled, with laminated wood beams visible. Non brick and limestone areas will be stucco, painted <br />beige. The structure uses required materials (limestone, brink, stucco) in the new addition, and materials <br />consistent (wood) with other Downtown Districts parcels. <br />The church is also proposing a small children's play area in the rear of the building, in space currently <br />occupied by parking and a generator. <br />Public space. The applicant proposes asemi-public labyrinth on the north side of the building, as another <br />gathering space for the public. Further information may be found in the applicant's narrative. <br />Access. Access to the site will be via an existing curb cut onto Main Street. The curb cut onto King <br />Avenue will be removed.
