A variance is obtained from shore land regulations. <br />2. As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all <br />required permits. <br />3. The development shall meet all applicable fire codes. <br />4. All signage must receive a permit prior to construction and installation. <br />5. A 12-foot easement for trail purposes shall be provided immediately south of the existing <br />curb line on the south side of the site. <br />BACKGROUND/DISCUSSION <br />Elk River Lutheran Church is requesting a Conditional Use Permit to operate an institutional use (church) <br />in the former First National Bank building. Institutional uses axe among the listed conditional uses in the <br />Downtown District (DD). The church would provide sanctuary space for 365 seats, 6 classrooms, <br />offices, a community room, and a fellowship hall. <br />Exterior changes would include an approximate 3,000 square foot addition. Materials include limestone <br />stone accent, brick and stucco (matching the existing building), glass, and wood beams. <br />Public Comment <br />To date, staff has received no written comments in support or opposition to the request. The applicant <br />held an open house to introduce the project to the area and personally invited many of the downtown <br />business owners. <br />Planning Commission Comment <br />The Planning Commission held their review on March 13. Issues identified during the review include: <br />Parking: The Commission discussed parking at length.
