As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all <br />require permits. <br />2. Signage requirements shall be as outlined in the Elk River Retail Center Planned Unit <br />Development agreement. <br />3. All exterior signage shall require a permit. <br />BACKGROUND/DISCUSSION <br />The applicant has been involved a martial arts studio in another community since 1994 and is requesting a <br />CUP to operate one in Elk River. <br />The studio will offer classes in Muay Thai Kickboxing, Brazilian Jiu Jitsu, and children's classes. <br />Facility <br />The proposed use would operate in 4,212 square feet of space in an existing structure within the Elk <br />River Retail Centex subdivision. The classes will be carried out on approximately 2,400 square feet of <br />mats within the space. <br />No exterior changes are proposed. <br />Employees /Students <br />The studio will initially be operated by two employees and classes will be limited to 10-15 students. <br />Parking/Circulation <br />There are two access points to the site off of Dodge Street on the east side of the property. Both of <br />these are shared accesses with Perkins to the south and the hotel to the north. The southern access (with <br />Perkins) is the more heavily used intersection.
