Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: TURN LANE IMPROVEMENTS ON TH 169 AT 221 ST AVENUE <br /> <br />Dear Council Members: <br /> <br />Last fall, Barton Sand and Gravel asked the City if it would be possible to intercede on their <br />behalf with MnDOT in an attempt to get turn lanes and acceleration lanes constructed on TH <br />169 at 221st Avenue. As you are aware, they are in the process of moving their operation from <br />County Road 33 to 221st Avenue. When I made inquiries with Gary Dirlam, MnDOT District 3 <br />Traffic Engineer, he indicated that MnDOT had a maintenance project planned for TH 169 to <br />which these improvements could be added. MnDOT has made the additions to that project and <br />is preparing to bid the project. They are requesting at this time that the City adopt the attached <br />resolution that indicates the City will pay for the additional improvements requested at 221 st <br />Avenue. The City, of course, will seek reimbursement from Barton Sand and Gravel, which is <br />already on record as indicating they will pay for the safety improvements. Once this resolution <br />is adopted and submitted to MnDOT, they will prepare a Cooperative Agreement for the City to <br />execute, indicating the estimated cost of these improvements. At that time, the City can get a <br />firm commitment from Barton Sand and Gravel to fund the improvement prior to executing the <br />agreement. Therefore, by adopting the attached resolution, the City has not necessarily <br />committed themselves to pay for the improvements if Barton Sand and Gravel is unwilling to <br />fund them. The City could always not approve the Cooperative Agreement and ask that the <br />improvements be removed from the project. <br /> <br />If you have any questions, I will be in attendance at your City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
