Consider Commissioner Appointments/Assignments MOVED BY COMMISSIONER ZERWAS AND SECONDED BY COMMISSIONER DWYER TO APPOINT DAN TVEITE AND PAUL MOTIN AS EDA REPRESENTATIVES TO THE EDA FINANCE COMMITTEE. MOTION CARRIED 7-0. MOVED BY COMMISSIONER DWYER AND SECONDED BY COMMISSIONER ZERWAS TO APPOINT MATT WESTGAARD AS THE EDA REPRESENTATIVE TO THE ENERGY CITY COMMISSION UNTIL FEBRUARY 28, 2014. MOTION CARRIED 7-0. Crustal Distribution Inc. (CDILpansion Proposal Ms. Deckert presented her staff report. Commissioner Westgaard questioned if there are concerns with having traffic movements enter onto Tyler near Twin Lakes Road. Mr. Femrite stated that the placement is not ideal from an engineering standpoint but given this access or an access off of Twin Lakes Road, this is the preferred option. He noted that CDI will maintain their access further south as well. Commissioner Tveite questioned if the lot split will be recorded only upon the sale of the property to CDI. Ms. Deckert stated that yes, the CDI portion of the lot split would be unmarketable to anyone other than CDI, therefore, the lot split will only be recorded upon the sale of the lot to CDI. Commissioner Motin stated that the EDA is exercising its intent to sell, but wished to confirm that the actual sale terms will be reviewed by the EDA. Ms. Deckert indicated this motion begins the negotiating process and that the purchase agreement will come back. • •
