Memo/Mayor & City Council/CU 97-30 <br />February 17, 1998 <br />Page 2 <br /> <br />supplies, training accessories, clothing, tanning, and health shakes and <br />drinks. <br /> <br />Hours of Operation <br /> <br />The following are the expected hours of operation: <br /> <br />· Monday through Sunday - 5 a.m. to 11 p.m. <br /> <br />The average number of customers frequenting the club in any one day will be <br />approximately 150 to 175. The busiest times during the week will most <br />likely be Monday and Tuesday from approximately 5 p.m. to 8 p.m. (Please <br />refer to the attached letter from Ted Harrison) <br /> <br />Parking <br /> <br />As discussed with the movie theater expansion, required parking appears to <br />be the most critical issue for the shopping center. As part of the report to the <br />Planning Commission, site plans have been attached showing additional <br />parking areas that could be developed just south of the mall and adjacent to <br />the space proposed to be occupied by "The Gym." The owners of the mall did <br />not foresee a problem given the theater and the gym having different peak <br />hours for a majority of the week. According to Ted Harrison, owner of The <br />Gym, 35 to 40 people will be in the club at any one time. Based on the <br />parking ratios for required parking, this number is less than the possible <br />number of customers if the same space was used for retail purposes. Twelve <br />thousand square feet of retail space would require 60 parking spaces; 20 to 25 <br />more than the proposed health club. The proposed use does a good job in <br />trying to reduce the parking demands in diversifying the tenant mix allowing <br />the peak traffic to occur at different times. <br /> <br />Si~na~e <br /> <br />The applicant has indicated that they would like to have signage at both the <br />west and east elevations of the building. Signage will consist of individual <br />letters identifying "The Gym." <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission unanimously recommended approval of the <br />conditional use permit request by Elk River Shopping Center to operate an <br />athletic/health club facility in the Elk River Mall. <br /> <br />\\elkriver\sys\shrdoc\council\cu9730.doc <br /> <br /> <br />
