Besides easements <br />to cover the existing utilities, there were also additional easements relating <br />to drainage and future utility extensions. The platting process will describe <br />all of this information for easy reference. <br /> <br />Land Exchange <br /> <br />The following are the land exchanges that will take place to clean up <br />ownership of the Oak Knoll Park complex, the Area Learning Center and <br />Community Education facility: <br /> <br /> Lot 1 will be transferred from the School District to the City. <br />· Lot 2 will remain under the School District ownership. <br />· Lot 3 will be transferred from the School District to the City. <br />· Lot 4 will remain the School District's property. <br />· Outlot A will be transferred from the City to the School District. <br />· Outlot B will remain the ownership of the City. <br /> <br />Park Dedication and Surface Water Management <br /> <br />Given the existing recreational fields within the limits of this plat it is <br />recommended no park dedication be required. The only other fee that <br />typically accompanies a plat is the surface water management fee. The area <br />to be improved for the Area Learning Center is approximately 3 acres. This <br />would include the building and new parking lot. Based on 3 acres a surface <br />water management fee of $2,478.30 would be required. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve preliminary plat and Resolution <br />No. 98- , granting final plat approval for Independent School District #728 <br />with the following conditions: <br /> <br />1. THE LAND TRANSACTIONS OUTLINED IN THIS REPORT BE COMPLETED. <br /> <br />A SURFACE WATER MANAGEMENT FEE IN THE AMOUNT OF $2,478.30 BE PAID PRIOR <br />TO RECORDING THE PLAT WITH SHERBURNE COUNTY. <br /> <br />\\elkriver\sys\shrdoc\council\p98-1.doc <br /> <br /> <br />
