ANOKA POLICE STRUCTURE AND ORGANIZATION

My role in the Anoka structure was fairly well covered in my work experience section.
The authorized strength is 28 sworn. We are currently at 27 due to recent transfers.
The police department has a Police Chief and a Captain. There are six sergeants. Three
are assigned to patrol, one is the Investigative Unit Commander, one is assigned as
the Juvenile Section Commander and the last is our Special Services Section
Commander.

Patrol sergeants are assigned one of the three shifts, either day, evenings or nights
and bid their rotation through these shifts based on seniority. Each sergeant and
assigned team rotates to a new shift every four months. Anoka has a minimum shift
requirement of three officers which may include a sergeant.

The Criminal Section is assigned one sergeant and two investigators. The Juvenile
Section has one sergeant and three School Liaison Officers. The Special services
section has one sergeant, two Community Service Officers and an average of nine part
time police security officers. The PSO's provide security by contract at the Anoka
Metro Regional Treatment Center and the Anoka Hennepin Vocational College. This
sergeant is also responsible.for the records unit which has one Records Technician II,
five Police Technicians and two part-time Police Technicians. The City has it's own
Animal Containment Facility which would also be included in the Special Services Area.

The police department has an Administrative Assistant who answers to the Chief and
Captain. We also have a fifteen person Police Reserve Unit and a Police Explorer Post.

Patrol Officers, Investigators or Liaison Officers also serve as DARE officers, assigned
to one day of DARE training a week for one 17.week period each year.

Anoka has two K-9 handlers assigned to patrol, one officers assigned to the
Anoka/Hennepin Drug Task Force and an eight officer SWAT team.

The City of Anoka is seven square miles with a permanent based population of
19,000. The daily transient population is as high as 45,000. This is based on a number
of larger industries such as Federal Hoffman, the State Hospital and a large number of
schools as well as the County Courthouse, Offices and Jail.

Anoka is a very transient community with almost 50% of the City being rental
property. This factor plays heavily into the high rate per capita that Anoka
experiences.

The City of Anoka has a highly established park system including two river front parks
as well as a City owned golf course. All of these areas are patrolled by the police
department.
