Memo to the Planning Commission/P 97-12 <br />December 23, 1997 <br />Page 5 <br /> <br />each unit to be sold individually. There will also be a lot which accompanies <br />all of the common space surrounding the townhomes. <br /> <br />Outlot <br /> <br />The plat also indicates an outlot along the west portion of the plat. This <br />outlot is the location of the existing storm drainage pond and the area needed <br />to expand the pond. <br /> <br />Outlots are typically remnants of a plat that are large enough for future <br />development consideration or too small for further development. The outlot <br />shown in the proposed plat is exclusively used for ponding. Since the pond is <br />integral to the development and to avoid the outlot going tax forfeit, the <br />outlot should be eliminated a combined with one of the lots in the project. <br /> <br />MN~OT Review <br /> <br />The plat has been reviewed be MN/DOT and their issue is directed towards <br />access onto the state highway. The project is not proposing any new access <br />drives onto Highway 10 which conforms with MN/DOT's goals of preserving a <br />limited access highway. The existing driveway in the southeast corner of the <br />property provides access to the motel. This driveway may be discussed <br />further if the motel ever expands or alternative access can be achieved. <br /> <br />Roads/Easements <br /> <br />All of the roads within the development are proposed to be private. The <br />utilities (sewer, water, electric, etc.) will be public, similar to Country <br />Crossing Townhomes and Cottages of Elk River. Easements are shown <br />throughout the plat corresponding to utility extensions to serve all <br />components of the project. The easements and utilities typically follow the <br />private streets. In order to build the street and utilities in the same <br />easement a total of 60 feet is necessary. Because the street is proposed to be <br />a similar width as a public design, the same amount of boulevard area is <br />required for all the utilities. <br /> <br />Townhornes and Assisted Living <br /> <br />The 20 townhome units will have a floor area of approximately 1326 square <br />feet and garage area of 473 square feet. Garages will be accessed off small <br />driveways that are shared by two units. Staff has not seen building <br />elevations of the townhomes; therefore, cannot comment on the type of <br />building material or appearance the units will have towards the lake.
