Memo to the Planning Commission/P 97-12
December 23, 1997
Page 2

Attachments

· Report from the City Engineer
· Location map
· Zoning map
· Land use plan map
· Development plans
· Letter from the DNR dated December 19, 1997, and October 22, 1997
· Letter from MN/DOT dated July 14th
· Planned unit development evaluation

Overview

The subject property is bordered by Highway 10 on the south, Jophn frontage
road and single family residential on the west, andLake Orono along the
north and east. The property is currently vacant. The property's frontage on
Lake Orono has some existing vegetation as well as the area along Highway
10. An existing storm drainage pond is located in the southwest corner of the
site which is shared with the adjacent property and serves as a water quality
pond for runoff from the Joplin Street frontage road. As part of the Joplin
Street frontage road project, a curb cut into the subject property was installed
to correspond with Guardian Angels proposed plans for the site. There is also
a curb cut in the southeast corner of the property from Highway 10. This
driveway serves as access into the Elk Motel. An easement between
Guardian Angels and the motel is in place for the driveway.

Shoreland Ordinance

The Department of Natural Resources has specific classifications for different
types of water bodies throughout the City of Elk River. Lake Orono is
considered a general development lake which has certain restrictions that
extend 1,000 feet beyond the ordinary high water mark of the lake. The
Guardian Angels parcel is completely within the 1,000 foot distance.
Therefore, development of the parcel will be subject to certain shoreland
management ordinances and criteria to preserve the integrity of the natural
resource (Lake Orono) and make sure development is compatible with its
surroundings.

The first guideline reviewed for the proposed planned unit development was
to establish the required development tiers from Lake Orono. The
development tiers are measured in 200 foot increments and radiate out away
from the lake. The subject property actually has four tiers; however, all
development is occurring on the first three tiers.
