Vice-Chairperson <br />• Assumes the duties of the chairperson if chairperson is absent. <br />• Automatically becomes chairperson if a vacancy occurs in the office, and <br />serves out the remainder of the term. <br />Secretary <br />• Records minutes of all meetings, and makes a permanent file of the minutes <br />which shall be available to the public at the Elk River Public Library. <br />• Distributes minutes and agendas to all members prior to the next meeting. <br />• Answers and brings to the Board's attention, and answer all pertinent <br />correspondence. <br />Nominations: Each voting member has the right to make a nomination, including <br />self-nomination, for an office. <br />A vacancy of an office shall be filled by a vote at the next regularly scheduled <br />meeting of the Board of Directors after the vacancy occurs. <br />Article X <br />Annual Report <br />The Library Board will report to the City Council on an annual basis. A member of <br />the Board will attend this meeting with the Librarian. <br />Article XI <br />Library Fund <br />There shall be created a library fund, which shall be kept separate from other <br />accounts of the city. All monies received by the Elk River Public Library shall be <br />paid into the city treasury, credited to the library fund, and paid out only upon <br />receipt of itemized vouchers approved by the Board. <br />The Elk River Library Board of Directors shall have exclusive control of the <br />expenditures of all monies collected for, or placed to the credit of, the library fund. <br />Article XII <br />Amendments <br />These by-Laws may be amended at any regular meeting of the Elk River Public <br />Library Board of Directors with a quorum present, by a majority vote of the <br />members present, providing the amendment was stated at the previous meeting. <br />
