<br />The Northstar Corridor Development Authority met on July 10, 2003, in regular session at the
<br />Sherbume County Government Center, Elk River, Minnesota.
<br />
<br />The following members, alternates and citizens were present: Paul McCarron, Lynn George,
<br />Duane Grandy, LeRoy Pauley, Ken Paulson, John Norgren, Denise Klint, Ewald Peterson,
<br />Terry Nagorski, Woody Bissett, Art Daniels, Jeanne Mason, Dan Lieser, Dick Soyka, Felix
<br />Schmiesing, Janice Halvorson, Linda Jungwirth, Kirsti Marohn, Alicia Vap, Todd Rapp, Jim
<br />Barton, Mike Rogers, Paul Danielson, Annie Taff, Lewis Stark, Dean Michalko, Steve Novak,

<br />1. Duane Grandy, Chairperson, called the meeting to order at 4:35 p.m.
<br />
<br />A motion was made by Ewald Peterson, seconded by Paul Ostrow to approve the
<br />agenda of July 10, 2003, as presented, and the meeting minutes of the June 5, 2003 as
<br />presented.

<br />3. Executive Committee Report:

<br />
<br />A motion was made by Paul Ostrow, seconded by Ewald Peterson and
<br />carried unanimously to approve the recommendation of the Northstar Executive
<br />Committee to approve the 2nd half of 2003 and 1 st half of 2004 budget at
<br />$6,015,897 with member contributions as follows:

<br />Sherbume $ 310,344.75
<br />Hennepin $ 266,615.13
<br />Anoka $1,202,126.37
<br />Morrison $ 10,000.00
<br />TOTAL $1~917~797.00

<br />
<br />A motion was made by Ame Engstrom, seconded by Art Daniels and
<br />carried unanimously to approve the recommendation of the Northstar Executive
<br />Committee that the NCDA select Kimley-Horn & Associates as Technical
<br />Consultant for Advance Preliminary Engineering Services and authorize the
<br />Chairperson to finalize negotiations and execute the agreement in the amount of
<br />$428,900 ($348,900 scope of work; $80,000 contingency) for the time period of
<br />July 7, 2003 through October 1, 2004.
