Beahen, Chief of Police <br /> <br />9-11-03 <br /> <br />Level Three Sex Offender <br /> <br />A level three sex offender has moved into our community and per state statute we will be <br />hosting a community notification meeting on September 23, 7:00 pm at the High School <br />Litde Theatre. <br /> <br />Offender Information: Marvin Smith, DOB/01-26-69, black male, 5'11", 157 lbs, black <br />hair, brown eyes, no glasses, mustache. <br /> <br />Current address: 10849 181st Lane <br /> <br />Offender has a history of indecent exposure and masturbation in public places. He has not <br />engaged in physical assaults on victims and is not predicted to be involved in those types of <br />offenses. <br /> <br />I have more detailed information about the notification process if the Council requires that <br />and will be in attendance at the meeting on Sept. 15 to answer any questions you may have. <br /> <br />There has been some strong community concerns about the offender relocating in our City. <br />I must offer my caution to any community member who may chose to act out against this <br />individual in a slanderous or harassing manner. He has the right to live where he may chose <br />with his family. We will follow the community notification process and monitor this <br />individual as required by the same process dictated by statute. Although an offender by past <br />behavior, this individual still has certain rights, and part of our responsibility is to insure that <br />he and his family are not potential victims as a result of this community notification. <br /> <br /> <br />
