Item # 6_1. <br />MEMORANDUM <br />ver <br />TO: Mayor and City Council <br />FROM: Michael Hecker, Parks and Recreation Director <br />DATE: December 8, 201 I <br />SUBJECT: Bailey Point <br />On December 7, 2011, a public information update meeting was held regarding Bailey Point. Over 25 <br />people attended the meeting to discuss the land acquisition process involving both the DNR grant and the <br />Minnesota Land Trust. The DNR approved a grant to the city to acquire the Bailey Point property. Part <br />of the value of this acquisition ($20,592) will be reserved to mitigate the loss of a similar value of the <br />parkland at Lions Park due to the construction of the Boys & Girls Club building. <br />At the August 1, 2011, City Council meeting, Council approved the funding for the city portion of the <br />Bailey Point acquisition should the grant be awarded from the DNR. The city has unti12013 to accept and <br />proceed with the grant agreement. This acceptance includes the mitigation of the issue of Lions Park <br />which allows the city to be eligible for future DNR funding programs. <br />The Minnesota Land Trust is currently working with the city and the owner of the property to convey a <br />conservation easement to the Land Trust. The property will become a perpetual easement with <br />restrictions placed upon it that are common for a passive park in the floodplain such as limited parking, <br />accessible trails, and park benches. The conservation easement restrictions and agreement will be reviewed <br />by the city attorney once they are completed. <br />The acquisition of Baily Point is a request for action item on the Parks and Recreation Commission agenda <br />this Wednesday, December 14, 2011. <br />~/MEIEI 11 <br />N:\Public Bodies\City Council\Council RCA\Agenda Packet\12-12-2011\12 12 Bailey Point worksession.docx ~~~ <br />
