ORDINANCE 98 - <br />CITY OF ELK RIVER <br /> <br />AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING <br />SECTION 900.22 OF THE CITY CODE OF ORDINANCES <br /> <br />CASE NO. OA 97-16 <br /> <br />The City Council of the City of Elk River does hereby ordain as follows: <br /> <br /> Section 1. Section 900.22 (2) of the City of Elk River Code of Ordinances <br />titled "Definitions" is hereby amended by adding the following definition: <br /> <br />Electronic message boards: A sign which changes copy electronically <br />using switches, lights or other electrical impulses, usually having a message <br />scroll across the sign face. Time and temperature displays and electronic <br />price displays for gas prices shall not be considered electronic message <br />boards. <br /> <br />Section 2. Section 900.22 (4) (D) of the City of Elk River Code of Ordinances <br />titled "Signs permitted in Highway Commercial C-3 zone" is hereby amended <br />by adding the following section: <br /> <br />ix. Electronic message boards are allowed as part of an approved <br />freestanding or wall sign. A minimum separation distance of 3500 feet shall <br />be maintained between all electronic message boards, and the minimum <br />display period for messages shall be one minute. <br /> <br /> Section 3. That this ordinance shall take effect upon publication as <br />provided by law. <br /> <br />Passed and adopted by the City Council of the City of Elk River this 20 day of <br />January, 1998. <br /> <br />Henry A.
