Page 5 <br />F.nexgy City Commission btinutes <br />December li, ?010 <br />Ms. Haug proposed taking a strong look at the ordinance regarding the number of members <br />due to difficulty filling positions and obtaining quorums. For example, SNBA is still listed and <br />it's quite restrictive to who can be on the commission. She will send out the ordinance before <br />the meeting so that commissioners can review and be ready to discuss at the meeting. It would <br />be nice to have more flexibility. Right now there is no opening for Ryan (CenterPoint Energy) <br />and he is interested in being on the commission. Residents may be interested in sitting on the <br />commission as well. <br />Commissioner Rohlf questioned where the ordinance he wrote up is located. Ms. Haug <br />commented she will look for it. Spectrum School is not a voting member at this time due to the <br />way the ordinance is written. Commissioner Rohlf commented that we need people in the <br />industry, but want people with a passion for what the commission does. <br />Ms. Haug reminded people to call if they are not going to be at the meeting to let her know due <br />to issues with quorums and open meeting laws. Commissioner Touchette requested a change <br />to the time to make the meeting later because he has a continual conflict. During ordinance <br />amendments, this is the perfect time to discuss changes to the meeting schedule. It is a public <br />meeting so there are rules about how the meetings need to be posted. Chair Zehringer <br />reminded people to bring their comments. <br />Citv Wide Branding -Annie Deckert <br />The Elk River Vision has goals which support the vision. The EDA has authorized a city wide <br />branding campaign as an action step that will help assist in supporting the goals. Elk River <br />currently conveys several messages to the community which may convey that the different <br />departments don't work together when in reality they do; a branding plan will help create a <br />unified message. Commissioner Touchette shared that the goal is to have unified methodology <br />in place for when businesses and commerce are approached so the branding can be used as <br />an effective marketing tool. Chair Zehringer stated that Mayor Elect Dietz has no <br />preconceived notions about economic development. <br />Rooftoo Solar Panel Uadate <br />Discussion of the presentation by Finance Director, Tim Simon and Building Maintenance <br />Supervisor, Gary Lore on October 20, prior to the meeting starting is as follows: <br />Finance Director, Tim Simon stated that the city has been awarded a grant from the School <br />District and Local Government Renewable Energy Grant program for 16 solar roof panels for <br />the City Hall building. Mr. Simon reviewed a PovverPoint presentation outlining details of the <br />project. He noted that the grant, awarded September 8, 2010, provides for 50 percent of the <br />cost of the project ($49,000). Building Maintenance Supervisor Gary Lore explained that the <br />city hall building was chosen due to the siting of the building, the need for supplemental heat <br />during the spring, summer and fall. He noted that the pitch of the roof is nearly perfect for the <br />roof panels and the piping is already in place. Mr. Lore stated that the installation should be <br />fairly simple. <br />
