A suggestion was made to "keep it fresh" or a program will die out. <br />Chair Zehringer commented that he is not a fan of partnering with the Business Expo because he <br />feels the purpose of the Energy Expo would be diluted. <br />Commissioner Sayler questioned whether there is a "drop-dead date". For a decision about <br />whether to hold next year's event, Ms. Haug stated that it should be made soon. Chair Zehringer <br />stated that the decision should be made at the next meeting. Commissioner Touchette suggested <br />thinking about offering the Expo every other year. <br />7. Phase II 8~ Phase III Proiect Conserve <br />Phase II is at the half way mark and 104 residences were audited. A total of 33,248 Kilowatt hours <br />were saved for an average of 6% savings on electricity and 1,000 therms of natural gas for an <br />average of 2.1 % savings in the first five months of the project. Water use increased over 5% <br />overall but the percentage of people saving water was greater than those who increased water <br />consumption. Project Conserve Phase II has some very dedicated participants. 10% of the <br />participants have already saved over 20% on electricity, 9% have saved over 20% on water, and <br />9% have saved over 10% on natural gas (all in the first five months) for a total average savings of <br />$110 each. <br />Chair Zehringer expressed disappointment that the percentages were not higher but conceded the <br />fact that Phase I did not look at results until the end of the project timeline. There is still time for <br />participants to increase savings. <br />A question was raised as to whether the data was corrected for heating and cooling degree days. <br />The data was corrected for heating and cooling degree days. The final workshops will be held in <br />September. <br />Phase III is moving ahead and will target apartment dwellers and commercial buildings. A <br />comment was made that the auditors are not currently trained for commercial energy audits at this <br />time. <br />8. Ordinance Amendments <br />Ms. Haug commented that there has been discussion in the past toward changing the structure of <br />the ordinance due to having a smaller group. Changes centered on possibly changing term limits <br />to stagger times as well as increasing detail on the purpose of the Energy City Commission. <br />Commissioner Rohlf raised a question about requirements for being a commissioner. Ms. Haug <br />stated that the verbiage states that it would be open to people who would be able to further the <br />purpose of the Energy City Commission, which is defined in the ordinance as well. <br />Commissioner Touchette praised the verbiage and added that he would like to keep the number of <br />commissioners between 7 - 15 people. Commission Setala commented that with a larger group, it <br />is harder to reach a quorum. Chair Zehringer commented that he supports verbiage "up to" with <br />regard to the number of commissioners allowed. <br />
