The Committee has met twice to discuss <br />this position and where it should fit in the City's current pay structure. The <br />Committee did not discuss whether this position should be filled and makes <br />no recommendation on that issue. The Committee focused solely on the point <br />ranking, rifle, and pay grade of the position based on the proposed job <br />description prepared by the Police Chief. <br /> <br />Unfortunately, due to time constraints, not much written background <br />material and research were available to the Committee as it struggled with <br />the placement of this position in the current pay structure. Concerns were <br />raised about how this would affect the current pay plan, and, specifically, the <br />concern that it may eventually force increases in several pay ranges which <br />some committee members oppose. At the same time, there was a need to <br />maintain an appropriate spread between the pay of this proposed position <br />and sergeant pay. <br /> <br />After discussion it was decided that the most appropriate title for this <br />position is Assistant Police Chief. The Committee felt this title was <br />appropriate because it clearly indicates that this position is second in <br />command and is the Acting Chief in the absence of the Chief. Also, the <br />Committee was unclear on whether the proposed job description was closer to <br />that of a lieutenant or captain since those positions seem to be very similar. <br />This proposed position may be a combination of duties performed by captains <br />and lieutenants in other cities. <br /> <br />Because of this uncertainty, it was decided that a specific point value would <br />not be assigned at this time. Instead, this employee will complete a job <br />analysis questionnaire (JAQ) after being in the position long enough to have <br />a good understanding of the position, probably one year, and a point ranking <br /> <br />13065 Orono Parkway · P.O.
